Description The purpose of this study is to analyze the efforts and difficulties in developing a digital library at state universities in Bengkulu. This is an analysis descriptive qualitative research. Data was collected by interview and documentation and was analyzed using qualitative descriptive method. There are four state university libraries in Bengkulu, namely the Library of Bengkulu University, IAIN Bengkulu Library, STAIN Curup Library, and the Library of Bengkulu Health polytechnic. All of them has developed digital libraries, as well as library websites as the initial pilot project. All students who have completed their studies program are required to submit their papers to the library in soft format file. However, there are some obstacles that hinder the development of digital libraries. The obstacles are inadequate infrastructure, lack of budget, lack of IT staff, and last but not least, ego and freedom of library managers.
